What should I check before auto-issuing a certificate?

For nationally recognised courses in particular, experienced RTO managers recommend confirming complete enrolment details (AVETMISS data), USI verification, assessor marking, and receipt of payment before a certificate goes out. Hold for admin review mode is built for exactly that check, and the USI gate enforces the USI part automatically, even in Automatic mode.

Does the USI rule apply even if I've set Automatic mode?

Yes, it's not a mode you can turn off. Once a course is nationally recognised, the certificate will not issue until the student's USI is verified, regardless of which issuance mode the course is set to.
